Please read these terms carefully before using Motorcade. By accessing or using our platform, you agree to be bound by these terms.

Legal Agreement

These terms constitute a binding agreement between you and Motorcade.

1. Agreement to Terms

These Terms of Service ("Terms") govern your access to and use of Motorcade's secure VIP transport platform, including any associated websites, mobile applications, and services (collectively, the "Platform"). By accessing or using the Platform, you agree to be bound by these Terms.

If you are using the Platform on behalf of a government agency, you represent that you have the authority to bind that agency to these Terms. If you do not agree to these Terms, you may not access or use the Platform.

Government Use Only

Motorcade is exclusively for use by government agencies, authorized personnel, and cleared contractors. Commercial use is strictly prohibited.

2. Eligibility & Clearance Requirements

To use Motorcade, you must:

  • Be a government employee, authorized contractor, or cleared personnel
  • Have a valid .gov or .mil email address for verification
  • Possess the appropriate security clearance for your role
  • Be at least 18 years of age
  • Not be prohibited from using the Platform under applicable law

Clearance Verification: All users must undergo clearance verification before accessing the Platform. Top Secret clearance requires additional background investigation and documentation.

3. Account Registration

When you register for an account, you agree to:

  • Provide accurate, current, and complete information
  • Maintain and update your information as needed
  • Use a government-issued email address (.gov or .mil)
  • Submit to clearance verification procedures
  • Not share your account credentials with anyone
  • Notify us immediately of any unauthorized access

Each user must have their own account. Shared accounts are prohibited and may result in immediate termination.

4. Security Requirements

Multi-Factor Authentication

All users must enable MFA. Clearance level determines number of factors required (2-3 methods).

PIN Verification

Agents must verify VIP identity using one-time PINs before transport begins.

Credential Security

Passwords must meet strength requirements and be changed regularly.

Device Security

Access is restricted to authorized, secure devices only.

Important: Failure to comply with security requirements may result in immediate account suspension and notification to your agency's security office.

5. Clearance Levels

Access to Platform features is determined by your clearance level:

Top Secret

Full access to all features, including classified operations, unlimited convoy vehicles, and three-factor authentication.

Secret / Classified

Access to operational features, PIN verification, and convoy tracking (up to 3 vehicles). Two-factor authentication required.

Unclassified

Basic account features only. No access to classified operations, PIN verification, or real-time tracking.

Users may only access information and features commensurate with their verified clearance level. Attempting to access higher clearance levels is strictly prohibited.

6. User Roles & Responsibilities

Government Officials

Responsible for:

  • Creating and managing trips
  • Adding vehicles and drivers to the system
  • Assigning agents to VIP transports
  • Monitoring active operations
  • Ensuring compliance with agency policies

Agents

Responsible for:

  • Verifying VIP identity using PIN codes
  • Maintaining secure communication with drivers
  • Protecting the VIP throughout transport
  • Reporting any security incidents immediately
  • Following all security protocols

Drivers

Responsible for:

  • Safely operating assigned vehicles
  • Following navigation and route instructions
  • Communicating with agents as directed
  • Never accessing or requesting PIN codes
  • Reporting vehicle issues immediately

VIPs (Package)

Responsible for:

  • Safeguarding their one-time PIN
  • Sharing PIN only with the assigned agent
  • Notifying the agent immediately if PIN is compromised
  • Following agent instructions during transport

7. VIP Transport Protocol

All VIP transport operations must follow this protocol:

  1. Driver picks up assigned agent at designated location
  2. Both proceed together to VIP location
  3. System sends one-time PIN to VIP via SMS
  4. Agent arrives, asks VIP for PIN
  5. VIP reads PIN from phone
  6. Agent enters PIN in app to verify identity
  7. Upon successful verification, transport begins
  8. All three travel together to destination

Critical: Transport must not begin until PIN verification is complete. Any deviation from this protocol must be reported immediately.

8. PIN Verification

PIN codes are critical to security and are subject to the following rules:

  • PINs are one-time use only and expire after 5 minutes
  • PINs are sent exclusively to the VIP's registered phone
  • Agents must never share their own PIN with anyone
  • Drivers must never request or handle PINs
  • Failed verification attempts are logged and monitored
  • Suspicious activity triggers security alerts

Note: PIN verification is required for both Single and Full communication modes.

9. Communication Modes

Single Communication Mode

One-to-one encrypted communication between:

  • Agent and Driver
  • Agent and Command Center
  • Driver and Command Center

Full Communication Mode

Multi-party encrypted communication including:

  • Agent
  • VIP (Package)
  • All convoy vehicles
  • Command Center

All communications are encrypted end-to-end and logged for security purposes. Mode selection is based on clearance level and operational requirements.

10. Data Usage & Privacy

By using Motorcade, you acknowledge that we collect and process data as described in our Privacy Policy. This includes:

  • Personal information and clearance data
  • Real-time location during active trips
  • Trip history and route information
  • Communication logs and metadata
  • PIN verification records
  • Audit trails and access logs

Data retention periods vary by data type as specified in our Privacy Policy. Classified information is subject to additional security controls.

11. Prohibited Activities

You may not:

Share account credentials
Attempt to access higher clearance levels
Use the Platform for unauthorized purposes
Interfere with security features
Bypass authentication requirements
Record or share classified information
Use the Platform for personal gain
Harass or threaten other users
Attempt to decrypt communications
Introduce malware or harmful code
Access data without authorization
Violate any applicable laws

Violations: Prohibited activities may result in immediate account termination, referral to your agency's security office, and potential legal action.

12. Termination

We may terminate or suspend your access to the Platform immediately, without prior notice, for:

  • Violation of these Terms
  • Security concerns or suspicious activity
  • Request from your agency
  • Change in clearance status
  • Extended period of inactivity
  • Legal or regulatory requirements

Upon termination, your right to use the Platform will immediately cease. Data will be retained according to our retention policy.

13. Limitation of Liability

To the maximum extent permitted by law, Motorcade and its affiliates shall not be liable for:

  • Indirect, incidental, or consequential damages
  • Loss of data or unauthorized access
  • Service interruptions or downtime
  • Acts of God or government actions
  • Third-party conduct or content

Government Users: For government agencies, liability is subject to applicable federal law and agency agreements.

14. Governing Law

These Terms shall be governed by the laws of the United States and the State of Virginia, without regard to its conflict of law provisions. For government users, applicable federal law shall prevail.

Any disputes arising under these Terms shall be resolved in the federal courts located in the Eastern District of Virginia.

15. Changes to Terms

We may modify these Terms at any time. We will provide notice of material changes by:

  • Posting the updated Terms on this page
  • Updating the "Last Updated" date
  • Sending notification to agency administrators
  • Displaying a notice upon login

Your continued use of the Platform after changes constitutes acceptance of the modified Terms.
